Bais city has a close to 80,000 inhabitants, from landowners to temporary settlers. From sugarcane owners to sugarcane planters. I lived in Bais City for almost two years. It is a third class city and most people live simple lives. The city is very quiet especially during night. Bais is famous for its whale and dolphin watching but these are my least interest as I have seen dolphins already in Pamilacan, Baclayon, Bohol and the famous Butanding in Oslob, Cebu. I live and work in Bais, and going in and out of the city is quite easy either way, to Dumaguete City or to Bacolod City or to Cebu or to Bohol.
Let me start from Bohol. A daily Ocean Jet schedule from the port of Tagbilaran City, Bohol will bring you to Dumaguete City. From Dumaguete port few walk to the gate, you just have to wait for bus ride. The bus to Bacolod or to San Carlos city passes by right at the exit. But you can take a tricycle ride to the bus terminal and select the bus non-air-condition to air-conditioned and the time you want as there are many regular buses. Bais is around 42 kilometers from Dumaguete.
If you start your trip to Bais from Cebu City land trip, a bus will take you to Lilo-an Port South of Cebu. The ride is four hours. Upon arriving at Lilo-an port a fast craft vessel will take you to cross Sibulan Port, Negros Oriental in less than 30 minutes. (Sibulan port is also a gateway to Dumaguete which is a 5-minute drive). From Sibulan port you can take a walk to the main road or highway and wait for the bus that will take you to Bais. Going to Bato port from Cebu city is also another option to cross Negros Oriental. Boats from Bato to Amlan carry the buses and other vehicles. Bato to Amlan is the nearest point. Bato (nearby Lilo-an) is part of Santander south of Cebu province while Amlan is a town fo Negros Oriental. From Amlan port you take few steps to the main road and wait for a bus to Bais in an hour or less.
From Bacolod City, it takes six hours down to Bais by bus. From San Carlos city it's about three hours. Bais is very accessible.
